Establishes the Terry Cooper autopsy accountability act

This bill amends New York's county law to require coroners and medical examiners to perform autopsies and include specific evidence (photographs, microscopic slides, and post-mortem x-rays) in autopsy reports for incarcerated individuals who die in correctional facilities. The amendment also updates the section number in the county law being modified and adds a new subdivision requiring autopsies for incarcerated individuals regardless of where the death occurred.
