Authorizes the South End Children's Cafe to file an application for a retroactive real property tax exemption with the city of Albany assessor

The bill was amended to expand the tax exemption to include school taxes in addition to real property taxes. The committee also discharged the bill and ordered it to be reprinted with these changes before being sent back to the committee for further review.
