Establishes a school speed zone camera demonstration program in the village of Pelham

This bill authorizes the Village of Pelham to install and operate photo speed cameras in up to seven school zones to monitor vehicle speeds during school hours and surrounding times. The program holds vehicle owners financially liable if the driver fails to obey posted speed limits, provided the cameras are properly tested, calibrated, and operated by trained staff. To protect privacy, the bill requires that images generally exclude identifying details of drivers or passengers and restricts access to these photos for liability adjudication only, with limited exceptions for legal warrants. The authorization for this demonstration program is set to expire on December 31, 2031.
