Establishes the disability access accountability commission

This bill establishes the Disability Access Accountability Commission (DAAC) in New York to monitor and enforce compliance with disability access laws across public and private spaces. The commission, made up of 14 members including disability advocates, experts, and private sector representatives, will operate an online portal for submitting accessibility complaints about businesses, public accommodations, or services like transit and housing. It will investigate complaints, conduct audits of public spaces, and impose penalties for non-compliance, while excluding exempt structures like historic sites or private homes. The commission must report annually to state leaders and will not handle disputes over exemption claims under the Americans with Disabilities Act.
