Permits certain twenty-five year retirement program dispatcher members to file elections not to participate

This bill allows certain dispatcher members who joined the 25-year retirement program after turning 30 and missed the original 180-day deadline to opt out of the program. It creates a new 180-day window (starting from the bill's effective date) for these members to file an election not to participate. The retirement system must also post the opt-out form and instructions on its website within 30 days of the bill taking effect, with automatic 60-day extensions for each month the form isn't posted. This applies only to eligible dispatchers who failed to opt out during their initial enrollment period.
