Imposes a fee for certain convictions to benefit animal shelters and establishes the animal offenses assistance fund

Bill A 8038 establishes a new five-dollar "animal offenses assistance fee" to be paid by individuals convicted of a felony, misdemeanor, or violation. These fees will be deposited into a newly created "animal offenses assistance fund." The fund's purpose is to help animal shelters cover the costs of caring for animals that have been seized or surrendered due to abuse or other animal-related offenses.
