Enacts the lead pipe replacement act

The definition of 'service line' was expanded to include piping up to the first shut-off valve inside the building or eighteen inches inside, whichever is shorter, clarifying where the public system ends and private property begins.

A new definition for 'distribution system' was added to explicitly include all pipes, service lines, connectors, and appurtenances used to deliver water from the main to a building connection.

The mandatory replacement timeline was modified to include an exemption clause, stating that covered water systems are not required to replace customer-owned portions of lead service lines if the customer refuses the offer after receiving notice.

The lead service line replacement requirements were restructured to emphasize that the water system must offer free replacement, but the customer retains the right to refuse, at which point the system is relieved of the obligation to force entry or replace the line.
