Relates to adjudications and owner liability for a violation of traffic-control signal indications in the city of Schenectady

This bill proposes a demonstration program for Schenectady to hold vehicle owners liable for traffic signal violations captured by photo enforcement cameras at up to 12 intersections. Owners would face a $50 penalty (plus up to $25 for late response) if their vehicle was operated with permission during a violation, but only if the driver wasn't already convicted. The program requires photos to avoid identifying drivers/passengers, prohibits using the violation for driver conviction records or insurance, and allows a defense if the vehicle was reported stolen before the violation. It does not apply to drivers already convicted of the underlying violation.
