Authorizes Anthony A. Fede Tier I status in the New York state and local employees' retirement system

This bill grants Anthony A. Fede retroactive Tier I membership in New York's state and local employees' retirement system, effective March 17, 1970 - the date he became eligible but was unable to join due to circumstances beyond his control. To activate this, Fede must submit a written request to the state comptroller within one year of the bill's effective date. If approved, his retirement benefits will be recalculated and paid retroactively from his original retirement date, with no refunds of past contributions. All costs for this correction will be covered by participating employers in the retirement system.
