It creates regional councils in each area to distribute competitive grants specifically for making facilities compliant with accessibility standards (like the ADA) or improving access for disabled visitors. Grants must be split equally between larger and smaller organizations within each region (based on budget thresholds), and councils cannot fund the same organization more than once every three years.
