Provides for funding for emergency management services for certain counties with non-operational nuclear power plants

This bill requires nuclear power plant operators to pay annual fees based on reactor status to fund emergency management services for counties near non-operational nuclear facilities. Active reactors incur a $1 million fee yearly, while inactive reactors pay declining fees over a decade (starting at $1 million and dropping to $150,000 by year 10). The collected funds will be split equally between New York State Emergency Management Office (SEMO) and a coalition of seven counties (Monroe, Wayne, Oswego, Orange, Putnam, Rockland, and Westchester), with county allocations distributed by a formula tied to reactor numbers. These funds will support emergency equipment, training, and preparedness activities to address radiological incidents.
