Relates to awards of certain contracts to small businesses or businesses certified under article 15-A of the executive law

This bill requires New York public authorities to set aside certain contracts for small businesses or businesses certified under Article 15-A of the Executive Law (which includes minority- and women-owned enterprises). It mandates a competitive procurement process, sets a limit of 1-2% of total annual contracts for these awards, and requires annual reports tracking pricing benchmarks and effectiveness. Authorities must include this assessment in their annual reports to state officials. The law expires on July 1, 2030.
