Relates to siting permits for grassland bird breeding habitats or grassland bird wintering habitats

Reduced the mitigation ratio from three acres of breeding habitat replacement per acre taken to one acre per acre for breeding habitat, and kept one acre per acre for wintering habitat.

Added a prohibition on using habitat succession calculations or other mathematical methods to reduce the required mitigation acreage.

Extended the bill's application to cover any facility permit or application where the conservation plan has not yet been approved, rather than only applying to specific future cases.
