Relates to operation of an all-terrain vehicle by a minor on public or private property

This bill sets safety rules for minors operating all-terrain vehicles (ATVs) on both public and private property. It requires all ATV operators and passengers under 16 to wear a helmet approved by the state, regardless of location. Additionally, it limits engine sizes based on age: 70cc or smaller for 10-11-year-olds, and 90cc or smaller for 12-15-year-olds, unless the ATV has a manufacturer safety label. The law applies directly to minors using ATVs and takes effect immediately.
