Relates to the creation of an ATV recreation fund and the use of ATVs

This bill creates an ATV Recreation Fund managed by the Office of Parks, Recreation and Historic Preservation. The fund collects registration fees from ATVs used on public lands (not private property) and allocates 45% to motorized access programs for people with disabilities, 45% to enforcement and public education about ATV rules, and 10% for administrative costs. It requires ATV owners to register vehicles for public land use, carry insurance, and follow safety rules, including designated trail use and speed limits. The law also preserves existing trail access under certain permits and updates liability rules for ATV accidents.
