Provides for electronic notice for collateral loan brokers
This bill allows collateral loan brokers to send sale notices and surplus funds notifications to borrowers via email or text message instead of traditional mail. Brokers must provide a notice of sale at least 30 days before the sale and a second notice 15 days prior, using the borrower's preferred electronic method (email/text) or mail if chosen. Borrowers can update their contact information at any time before the second notice, and brokers must retain copies of all notices for six years. If electronic notices were used for the sale, the same method must be used for surplus funds notices.

MINOR
The bill was amended to add a new co-sponsor and advance the legislative process to a third reading. Substantively, the law was modified to change the requirement for pledgors from 'shall' to 'may' provide contact information for notices, giving them the option to opt-out rather than mandating it.
Scope change
The bill's scope regarding who must provide contact information was narrowed from a mandatory requirement to an optional one.
REQUIREMENT
Changed the obligation for pledgors to provide an email or phone number from mandatory ('shall') to optional ('may').
TECHNICAL
Added a new co-sponsor (Santabarbara) and updated the bill status to indicate it has been ordered to a third reading and amended.
