Establishes the New York native plants program

A new co-sponsor, Assemblymember Woerner, was added to the bill.

The definition of 'native plants' was rewritten to include non-invasive plants indigenous to New York that can adapt to climate change, plus non-invasive plants from other parts of the U.S. that are likely to shift or expand their range into New York due to anticipated climate change.

The previous definition of 'native range' was removed, which had defined it as an ecoregion where a plant historically existed or adapted to in the context of climate change.
