Provides for bilingual voting materials

This bill requires states and local areas with significant language minority populations to provide voting materials - including ballots, registration forms, and instructions - in both English and the relevant minority language. It applies to jurisdictions where over 5% of voting-age residents are limited-English proficient (LEP) or have more than 10,000 LEP residents, as determined by census data. Covered areas must offer bilingual materials unless a legal challenge proves the minority group’s illiteracy rate is at or below the national average. The law excludes oral/unwritten languages (like some Indigenous languages) by requiring only oral assistance instead of written materials in those cases.
