Provides for any city, town or village in the state of New York to control the town speed limits

This bill allows any city, town, or village in New York to set lower speed limits on their local roads (excluding state or county highways) through local law. It sets a minimum of 25 mph for most roads and 15 mph for school zones near schools, with school limits applying only within 1,320 feet of school entrances. The law enables communities to adjust speed limits based on local safety needs without requiring state approval. It does not change existing speed limits above 55 mph or apply to state-maintained roads.
