Establishes an animal abuser statewide registry

This bill requires individuals convicted of a felony animal cruelty offense to register with local county sheriffs if they reside in New York for more than 10 consecutive days. Registered individuals must provide personal details (name, address, employment, offense specifics), submit photos and fingerprints, and renew annually for 15 years. County sheriffs must notify nearby residences, schools, and animal shelters within a half-mile radius of the registrant's location, excluding social security numbers. The state maintains a public online registry of all registration details (except SSN) for the 15-year period.
