Relates to the sealing of certain claims against law enforcement officers

Removed the definition of 'unsubstantiated claim' and the requirement that such claims wait three years before being sealed.

Added a new definition for 'pending claim' to cover complaints without a final determination.

Changed the sealing timeline so that pending claims are sealed immediately rather than waiting for a final determination or a three-year period.

Updated the list of exceptions to allow access to sealed records for pending claims during active investigations by oversight bodies.

Unfounded claims are now sealed immediately upon final determination instead of waiting one year.
