Enacts the "public university emergency contraception education act"

Reorganized the legislative findings and intent section, moving the short title to Section 1 and shifting the substantive findings to Section 2.

Added a requirement for the commissioner of health to establish a statewide emergency contraception college education and awareness campaign.

Changed the implementation approach from the department directly developing materials to the commissioner establishing a campaign that includes informational materials and posters for distribution to colleges and universities.

Added specific sub-requirements for the campaign to promote public awareness of emergency contraception safety and efficacy, and to inform and educate individuals through dissemination of materials.

Added sponsor O'PHARROW to the list of bill sponsors and updated the committee discharge language.
