This bill authorizes the city of Poughkeepsie to implement a program that holds vehicle owners financially responsible for traffic signal violations committed by drivers operating their cars with permission. The program allows the city to install photo monitoring cameras at up to nine intersections to automatically detect and document red light or stop sign violations. If a violation is captured, the registered owner of the vehicle may be issued a penalty notice, but the owner can contest the charge and is not personally liable if the vehicle was reported stolen at the time of the violation.
