Extended the deadline for requiring legislative approval for water project funding from December 31, 2028 to December 31, 2029.
Added eight specific criteria for prioritizing water projects including urgency of need, availability of matching funds, project readiness, regional impacts, health and safety mitigation, planning level, water quality improvement, and other established goals.
Expanded eligible project types to include wastewater conveyance and treatment, restoration and management of watersheds, flood prevention, and water conservation or recycling.
Requires the Finance Authority to develop and use a weighted scoring system to evaluate and rank all loan and grant applications.
Allows a ten-point score increase in the weighted scoring system for projects in emergency situations.
Modified the allocation of water project funds for water rights adjudications, reducing the percentage from 10% to 8% through June 30, 2029, with corresponding adjustments to court funding.
