What changed between versions
Extended the special funding provision that reduces local share contributions through fiscal year 2027 (previously ended earlier).
Changed the funding percentage calculation: for FY 2024-2027, districts receive the phase two formula value plus one-third of the difference between one and that value; for districts with fewer than 200 students, the reduction is one-half instead of one-third.
Modified the phase two formula calculation to include population density factors and set thresholds that can result in zero or reduced funding for certain districts.
Added new criteria for grant awards including consideration of design-build-finance arrangements, durable construction materials, flexible space utilization, and technology infrastructure retrofitting.
