WILDFIRE SUPPRESSION & PREPAREDNESS FUNDS

Created the Wildfire Suppression Fund as a nonreverting fund in the state treasury to provide stable funding for wildfire control, technology acquisition, and securing grants for wildfire emergencies.

Created the Post-Wildfire Fund as a nonreverting fund to provide funding for emergency stabilization, post-wildfire activities, and securing grants for post-wildfire recovery.

Changed expenditure procedures to require warrants signed by the secretary of finance and administration based on vouchers signed by the secretary of energy, minerals and natural resources or their authorized representative.

Requires the energy, minerals and natural resources department to report annually to legislative committees on fund balances, reimbursements, appropriations, state expenditures, and anticipated wildfire conditions.

Added new definitions for 'emergency stabilization' (rapid assessment and immediate actions to address post-wildfire threats) and 'fire suppression damage repair' (immediate post-wildfire actions to repair damages and minimize soil erosion).
