Amends list of environmental infrastructure projects approved for long-term funding for FY2020 to include new projects, remove certain projects, and modify estimated loan amounts for certain projects.

Permits inclusion of volunteer firefighters and other emergency responders within municipal eligible employee group for purposes of the small employer health benefits plan statutes.

Increases workers' compensation for loss of hand or foot.*

Urges President and Congress of US to enact law prohibiting airline from counting breast milk or breast pumps against airline's carry-on limit or restricting passengers from carrying breast milk onto aircraft.

Establishes new requirements for certain used motor vehicle dealers; creates "Used Car Buyer's Bill of Rights."

Authorizes certain municipalities to impose parking taxes to fund projects to improve pedestrian access to mass transit.

Directs Dept. of Agriculture to authorize and advise food hubs.

Makes Fiscal Year 2020 supplemental appropriation of $250,000 to Rutgers University - New Brunswick for School of Dental Medicine - Special Care Treatment Center.

Requires New Jersey State Board of Pharmacy to establish prescription drug pricing disclosure website and certain pharmaceutical manufacturing companies to provide prescription drug price information.

Requires employers to post notice for employees on employee misclassification.
