This bill establishes the "Impact of Medicaid Personal Care Services Reimbursement Change on Nursing Homes Study Commission" to analyze how changes to Medicaid reimbursement rates (specifically P.L.2017, c.239 and P.L.2019, c.275) affected nursing homes in New Jersey. The commission will study impacts on nursing home operations, staffing compliance, financial health, employee retention, resident costs, and closures, while reviewing funding sources for the rate increase. Composed of nine members including nursing home industry experts, Medicaid policy specialists, and state agency representatives, it must submit a report to the Governor and Legislature within 12 months of its first meeting. The study aims to objectively assess policy effects without proposing new legislation.
