Requires New York New Jersey 2026 World Cup Host Committee to submit reports concerning human rights during 2026 FIFA World Cup.*

Reporting responsibility was consolidated from 17 separate State agencies and entities (including the Governor's Office, Department of Labor, NJ Transit, Port Authority, Attorney General, and others) down to a single entity: the New York New Jersey 2026 World Cup Host Committee, Inc. All 17 previously listed entities are now bracketed as stricken.

Section 3, which required every municipality hosting a stadium venue, Team Base Camp, Official Fan Zone, or FIFA Fan Festival location to prepare and submit a local human rights plan within 30 days of designation, was entirely removed from the bill.

The initial report deadline changed from 30 days after the bill's enactment to a fixed date: June 13, 2026, the date of the first World Cup match in New Jersey.

The final report deadline was extended from 30 days after the final World Cup match (July 19, 2026) to 60 days after the final match.

A new consultation requirement was added: when preparing the final report, the Host Committee is authorized to consult with any State agency that participated in the 2021 NY/NJ Human Rights Report, and must at minimum consult with the Office of the Governor, Attorney General, Division on Civil Rights, Division of State Police, NJ Transit, Department of Labor, NJ Commission on Human Trafficking, governing bodies of Flag Cities, and management of Team Base Camp locations.

The bill's effective date section was renumbered from Section 4 to Section 3 due to the removal of the municipal planning section. Co-sponsors (Senators Timberlake and Wimberly) were added.
