Requires driver's manual to include information on driver's rights and responsibilities during police stop.

The bill now rewrites the entire R.S.39:3-41 driver's manual provision with ten subsections (a through j), expanding from a single topic to a comprehensive framework governing what must be included in the driver's manual.

The original police-stop rights provision (previously the sole subject of the bill) is now subsection (j) of the expanded statute, with the cross-reference updated to P.L.2025, c.248, s.3.

Subsection (c) requires the driver's manual to be published on the MVC website in English and the three most commonly spoken non-English languages in New Jersey, with verification of those languages at least every five years.

Subsection (d) requires inclusion of organ and tissue donation information under the Revised Uniform Anatomical Gift Act, including how to indicate donation intent on a driver's license.

Subsection (e) requires inclusion of the 'STOP for Nikhil Safety Pledge' in consultation with the Nikhil Badlani Foundation, with specific pledge text about obeying traffic laws, staying alert, and avoiding phone use while driving. Drivers may take the pledge via a form at motor vehicle offices or online.

Subsection (f) requires information on dangers of carbon monoxide poisoning from motor vehicles and safe operation and maintenance techniques.

Subsections (g) and (h) require information on sharing the roadway safely with pedestrians, cyclists, skaters, motorized-scooter riders, and other non-motorized vehicle users, including driver responsibilities when approaching or passing them and penalties for non-compliance.

Subsection (i) requires information on the importance of changing lanes or reducing speed when approaching a stationary vehicle displaying flashing or blinking lights, referencing P.L.2009, c.5.

Subsection (c) requires that the driver's manual contain all information necessary to answer any question on a driver's license examination or renewal examination.
