Establishes Office of Leave Time Compliance in DCA to ensure municipal, county, and school district compliance with accumulated sick leave and vacation leave laws.

S 2534 creates the Office of Leave Time Compliance within New Jersey's Department of Community Affairs to ensure local governments (municipalities, counties, and school districts) follow state laws about employee sick leave and vacation leave. The office will require local entities to submit certified reports on leave payouts and review their leave-tracking systems, issuing corrective plans for noncompliance. If a local government fails to comply, it cannot increase certain budgets until the office certifies adherence. The coordinator must also submit annual reports to the Governor and Legislature detailing compliance status, enforcement actions, and recommendations. This bill focuses on oversight of existing leave laws, not changing the laws themselves.
