Increases membership and provides for certain meeting requirements of Council on Local Mandates.

This bill increases the Council on Local Mandates membership from nine to twelve members. It specifies that the Governor appoints four members (including two from a list provided by the second-largest party's state committee), while legislative leaders and the Chief Justice each appoint one member. The Governor must also appoint three additional members based on recommendations from the New Jersey State League of Municipalities and the New Jersey Association of Counties. The bill requires the Council to meet at least quarterly to review the state budget and governor's executive orders, then publish public opinions on these topics. These changes take effect immediately upon passage.
