What changed between versions
The bill no longer amends R.S.39:1-1 to add a definition of electric vehicle to the existing statute. That entire section was struck.
A new standalone definition of 'electric vehicle' is added within the bill itself (new subsection 1a): any vehicle powered solely by electric without an on-board engine or generator, and that does not use a hydrocarbon fuel to create electricity. It includes plug-in electric vehicles as defined in R.S.39:1-1 but explicitly excludes plug-in hybrid electric vehicles from the provisions of another pending bill.
The reference for who qualifies for the windshield sticker and emission inspection exemption changed from 'as defined pursuant to R.S.39:1-1' to 'as defined pursuant to subsection a. of this section,' making the eligibility criteria self-contained within this bill rather than tied to the existing statute.
Sections were renumbered throughout (old section 2 became section 1, old section 3 became section 2, old section 4 became section 3) and cross-references were updated accordingly. The legislative statement was removed in the reprint version.
