Section 1a no longer ties its effective date to another pending bill. It now takes effect 'upon and after the effective date of this section' rather than upon enactment of a separate companion bill, making this bill standalone.
The definition of 'State entity' in section 1b was changed from applying 'for the purposes of' another pending bill to applying 'for the purposes of this section,' again making the bill self-contained.
Assemblyman Clinton Calabrese (District 36) was removed as a sponsor, and Assemblymen Venezia, Haider, Kearney, and Karabinchak were removed as co-sponsors.
