This bill allows New Jersey municipalities, counties, school districts, and political subdivisions to formally withdraw from the state's civil service system (Title 11A). Local governments can vote to rescind civil service adoption via ordinance, resolution, or referendum, with the change taking effect six months later. Current employees retain their civil service protections, but new hires after withdrawal will not qualify for civil service status. Withdrawn entities cannot rejoin the system for five years and may only rejoin once.
