This bill creates a new Office of Energy Management within the Department of the Treasury to centralize administration of all energy efficiency programs and utility assistance programs for residential customers. It transfers existing programs currently managed by the Board of Public Utilities, the Department of Community Affairs, and the Department of Human Services to this new office. The bill also requires the office to develop a single online application platform that lets residents see all available utility assistance programs, check eligibility, submit applications simultaneously for multiple programs, and track their status.
