This bill requires New Jersey's Director of Homeland Security and Preparedness to create a training program for first responders (including police, firefighters, and EMTs) on handling emergencies resulting from an act of war. The training must cover war zone protocols, treating wartime injuries, hazards like hazardous materials or ongoing attacks, personal protection methods, and psychological impacts, developed within 180 days. First responders must complete this training biannually, with the Director consulting emergency management agencies, the National Guard, and medical associations to design the program.
