Directs ELEC to raise value threshold of pay-to-play prohibition for certain State, county, municipal, school board, and fire district contracts to align with threshold for awarding certain public contracts utilizing qualified purchasing agent.

This bill aligns the value threshold for pay-to-play restrictions on government contracts with the public bidding threshold for counties, municipalities, school districts, and fire districts. The Election Law Enforcement Commission must annually adjust this threshold (currently $17,500) to match the current public bidding threshold, reporting changes to the Legislature each December. It applies to contracts with the State, counties, municipalities, school boards, and fire districts that use a qualified purchasing agent, requiring businesses to comply with the updated threshold for restrictions on political contributions. Contracts exceeding the adjusted threshold but below the public bidding threshold may now be awarded by a qualified purchasing agent rather than a governing body.
