This bill requires public places like malls, restaurants, libraries, and health facilities (with over 25 people capacity) to install baby-changing stations in at least one men's and one women's restroom during new construction or major renovations costing $5,000+ for restrooms. It also mandates that if a venue has changing stations in women’s restrooms, it must add an equal number in men’s restrooms. Places that exclude children under three are exempt. Violations are punishable by fines up to $500 or up to 30 days in jail.
