This bill (A-1120) prohibits parking facility owners or operators from blocking customers from exiting due to payment system failures. It requires them to allow up to 10 minutes to fix the issue, then accept cash, credit, or debit payments. If payment still can't be processed, they must bill the customer for the actual fee or charge no more than one hour's regular rate. The law applies to all paid parking facilities, including garages and lots, and violations are punishable under consumer fraud laws.
