This bill establishes an 11-member Open Public Records Act (OPRA) Study Commission to evaluate how New Jersey's OPRA - enacted in 2001 to ensure public access to government records - is implemented in practice. The commission, appointed by legislative and executive leaders (including representatives from media, local government, privacy experts, and attorneys), will review OPRA's day-to-day operation, balance privacy concerns with public access, analyze commercial requests, and study other states' laws. It must hold public hearings statewide, identify challenges like harassment of officials, and submit recommendations to the Legislature and Governor within one year. The commission will expire 30 days after submitting its report, with no automatic changes to OPRA itself.
