Concerns licensure of persons rendering barbering services in another state or foreign country.

This bill (S 691) simplifies licensing for barbers moving to New Jersey from other states or countries. It allows individuals with valid licenses from jurisdictions with similar requirements to obtain New Jersey licenses without exams, and creates a 3-year pilot program extending an existing initiative. Under the pilot, barbers from places without licensing systems can get a 120-day temporary permit to work under supervision in Elizabeth, Passaic, Paterson, and Perth Amboy while applying for full licensure. The temporary permit protects them from penalties for practicing during this period, provided they actively seek a full license. The bill also requires a report on the pilot's effectiveness after completion.
