S 659 establishes the "New Jersey COVID-19 Review Task Force," a 16-member group to study the pandemic's impact and New Jersey's response. The task force includes state agency leaders, appointed representatives from municipalities, hospitals, schools (including those serving students with disabilities), businesses, and the public. It will review healthcare system strain, testing protocols, financial effects, price gouging complaints, exposure prevention measures, and school operations, then make recommendations to improve future emergency responses. The task force must submit findings to the Legislature and Governor within 18 months of its first meeting and dissolve after reporting.
