Supplements FY2026 Appropriations Act; makes $10 million off-budget appropriation to NJSHARES - S.M.A.R.T. Program.

This bill supplements New Jersey's FY2026 budget by adding $10 million from the Universal Service Fund to the NJSHARES-S.M.A.R.T. Program. It provides utility payment assistance - including help with past-due bills - to eligible homeowners and renters facing financial hardship. The program requires applicants not to receive duplicate aid from private insurance or other public programs. The Commissioner of Community Affairs will establish guidelines to quickly distribute funds and help residents meet utility obligations. This builds on an existing $5 million General Fund appropriation for the same program.
