Enacts the "Reader Privacy Act."

This bill, S 4198 (the "Reader Privacy Act"), protects the privacy of people using book services (like e-book platforms, bookstores, or libraries) by restricting how their personal information can be shared. It prohibits book service providers from disclosing user data (such as reading habits or purchases) to law enforcement or government entities, except when the user consents, a court order exists, or for specific educational reimbursement purposes. An exception allows immediate disclosure if law enforcement claims an imminent threat of death or serious injury, requiring written confirmation within seven days. The law applies to all book services - not just libraries - and defines "book" broadly to include physical, audio, and electronic formats. It takes effect two months after enactment.
