"Honoring and Listening to Our First Responders Act"; establishes offense of interfering with official duties of first responder under certain circumstances.

S 4140, the "Honoring and Listening to Our First Responders Act" (HALO Act), creates a disorderly persons offense for individuals who knowingly approach within 25 feet of a first responder while they are performing official duties, after being instructed to maintain distance. It specifically prohibits actions intended to obstruct, impair, threaten, intimidate, or harass law enforcement officers, firefighters, or emergency medical personnel (including volunteers). Violators face up to six months in jail, a $1,000 fine, or both. The law does not prevent prosecution under other existing laws for the same conduct.
