This bill restructures New Jersey's system for special license plates, dividing them into two categories: "organization plates" for community, alumni, or service groups, and "dedicated cause plates" for social causes like public health, education, or environmental protection. To obtain organization plates, groups must prove nonprofit status and provide membership documentation, while anyone can get dedicated cause plates after paying a $50 initial fee and $10 annual renewal fee. The fees for dedicated cause plates fund the supported cause through a special non-lapsing fund, and plates may be discontinued if fewer than 500 are sold in the first year or if annual revenue falls below $7,500. The New Jersey Motor Vehicle Commission will have final authority over approval, availability, and discontinuance decisions.
