Permits SDA districts to receive State debt service aid for eligible costs of certain school facilities projects.
This bill allows SDA (School Development Authority) districts to receive State debt service aid for school bonds issued to finance their own school facilities projects. Currently, SDA districts receive 100% state support for projects constructed by the Schools Development Authority, but cannot get state aid for bonds they issue themselves. The bill permits SDA districts to issue bonds (subject to voter approval) for eligible facilities projects and receive state debt service aid, provided the projects aren't included in the current educational priority ranking or Statewide strategic plan. The Commissioner of Education must approve these projects following procedures used for non-SDA districts. This gives SDA districts more flexibility to address their school facilities needs while maintaining state oversight.
