Requires public and certain nonpublic schools to offer no-fee option to parents for making school lunch and other payments; requires payment processing platforms used by certain schools to provide users with information on user fees.*

The bill now applies to both public and nonpublic schools rather than only school districts and boards of education. References to 'board of trustees' and 'lead administrator of a nonpublic school' were added throughout, extending fee transparency and no-fee payment obligations to private schools.

The separate Section 5 that explicitly stated the act applies to charter school boards of trustees was removed, as charter schools are now covered under the new 'public school' definition.

A new definition of 'public school' was added, covering any school in New Jersey under collegiate grade operated by a school district, a charter school (P.L.1995, c.426), or a renaissance school project (P.L.2011, c.176).

The effective date provision was changed from simply 'takes effect immediately' to 'takes effect immediately and shall first apply to the first full school year following the date of enactment,' giving schools a grace period before compliance is required.

Sections were renumbered (old Section 6 became Section 5), additional co-sponsors were added, and minor punctuation and formatting adjustments were made throughout.
