This bill creates a certification system for peer recovery specialists in New Jersey who provide support based on their own lived experience with substance use disorders or mental health challenges. It requires the Division of Consumer Affairs to establish qualification standards - including background checks - and approve specialists before they can practice or represent themselves as certified. The law prohibits specialists from engaging in conflicts of interest, such as exploiting personal relationships for gain or working with former partners. It specifically exempts self-help groups, clergy, students in training, and licensed professionals providing services within their existing scope of practice.
